Officer Administering the Government of Hong Kong.
(Sent 5.0 p.m., 18th March, 1930).
CONFIDENTIAL. Your telegram of 21st February Anti-piracy
guards. See instructions telegraphed by Admiralty to
Commander-in-Chief which embody Cabinet decision.
Commander-in-Chief's telegram to Admiralty which
was not before Cabinet stated it was intended to employ
White Russians as Non-Commissioned Officers. Am in some
doubt whether this is advisable. Do you see any objection
political or otherwise.
